If Mark McGwire pinch hits this season, does that renew his retirement status?

If so, does that mean he's off the Hall of Fame Ballot and reapplies in 5 years? AND gets another 15 year eligibility listing?

Yes and no.

If he pinch hits even once this season, it does restart his retirement date, but it doesn't grant him another full 15 years of eligibility. What it does is make him have to wait another 5 years to become eligible again, but he doesn't get the years of eligibility back that he's already used. So, if he has 12 years left now, he'd have 12 years left when he came back up.
